Still not working

Violet_xo16​  Does this sound like your issue?  The key is having one of the items on the lot; other items can be affected just by the bugged item's presence:

If not, please remove your Mods folder and test again.  You don't need to save your progress.

If this doesn't help, test a different lot, still with the Mods folder removed.  The lot should be one on which you've never built.
