@wangchangcheng You actually have a 64-bit operating system, and your computer should be able to run Sims 4 on ultra graphics settings without any trouble.
Please try reinstalling DirectX 9. You don't need to uninstall anything; just download the installer from Microsoft and run it as an admin: right-click on the download and select "Run as administrator."

Even though it doesn't say so, it should run fine on Windows 10. Let me know if you get an error though.
Your computer also crashed during the dxdiag, which suggests you might have a system issue that needs to be addressed. Please start by running a couple of basic checks on your Windows system files. Here's how:
- Hit Windows key-X
- Choose either “PowerShell (Administrator)” or “Command prompt (Administrator),” whichever option is offered
- Inside the window that appears, copy and paste “DISM.exe /Online /Cleanup-image /Restorehealth” without quotes into the window, and enter
- The system will start validating soon. If it throws an error, please list it here
- After it reaches 100%, hit Windows key-X again
- Again, choose “PowerShell (Administrator)” or “Command prompt (Administrator)”
- Inside the window, copy and paste “sfc /scannow” without quotes into the window, and enter
- Post the message you receive here
Please let me know whether Sims 4 works after these steps. By the way, it looks like you don't have any DLC installed, although I don't really know what a Steam install is supposed to look like. If the game does start, have a look around to make sure your packs are in fact installed, and let me know if they aren't.

@wangchangcheng It looks like you added extra spaces in the DISM command where there don't need to be any. The command should read:
DISM.exe /Online /Cleanup-image /RestoreHealth
with a space before each slash, but not after. The same goes for sfc /scannow.
I see what you mean with the DLC. I was thinking of expansion, game, or stuff packs, but the content you have is handled differently.
I've typed it exactly as you want. /XX /XX doesn't that mean it? But the prompt is that I can only run by raising my permissions. What is the meaning of elevation? I don't understand
By the way, I really have DLC installed.
