@Temaraii If you don't need the space and are only concerned with which packs are loading in-game, it would probably be easier to disable all your packs, as described here:

I'm surprised though that the EA App downloaded all your packs considering how many reports we get of the EA App-owned packs not installing when someone switches to Steam. Perhaps the App has automatic game updates enabled, and disabling that would prevent the packs from downloading again. I don't have a Steam install though and can't test this properly.
The other option here would be to use a different EA account, either with or without a linked Steam account. Since the new account wouldn't own any packs, yours wouldn't load in-game even if they were installed.
