kaktiu Please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.) Don't add anything to the new folder yet; just start a new save and see how it runs.
If that doesn't help, I'd normally want a dxdiag. But you can't provide one without some connection between the computer and the internet—it's a full text file (not just images) with a lot of data.
Can you set your phone as a mobile hotspot, using data rather than a wifi network, then connect your computer to that? Doing so even just for the purposes of uploading a dxdiag would use some data, but the dxdiag itself is plain text and around 100 KB in length, so that plus loading this site plus posting shouldn't be too heavy a burden.
If you can do that, the way to create a dxdiag is to click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
