How do I get a telescope or find a neighbor with one?

telescopes are found in the "promotions'r'us" store.

for a neighbours place, you have to hope they've bought one. I have at least 1, if you want to send me a request...

Just an FYI you can't add friends on Game Center anymore. Apple discontinued that a couple of years ago. You can add people from Facebook if you have added them as friends. Just do a Facebook search of Sims Freeplay and you will find numerous groups for adding neighbors.
