Where can I buy the duck pond in the house's backyard?

I saw some of my neighbors' houses with duck ponds behind them, but where can I get those duck ponds?

In my game, the Duck Pond costs 14 SP and is located in the "Outdoor Decorations" tab on The Home Store Menu. I can't recall if the item was an unlockable item given in a quest or not, however.
