[Open] - Passive Sims do not leave house at parties

Steps: How can we find the bug ourselves? Start a party and go into one of the menus then come back out.
What do you expect to see? Passive Sims leaving the household at the beginning of the party.

My Passive Sims do not leave the house for parties. Sometimes they return after going into a menu, usually it alternates.This has resulted in a toddler child and an infant being left at parties. In the picture below my Passive Sim is leaving the party after going into a menu. In the second picture a guest is interacting with my Passive Sim. They alternate between being there and not being there, but it is very disruptive and sometimes unfixable. Children being there would be one example of that. Guests will interact with Passive, but not Active Sims. (Wade is letting his housemates know what a great idea it is to play the guitar - levelling).
