Sims mobile traits

Hi I have 3 playable sims. I have chosen the 3 of my sims to have the outgoing trait which is at level 3. However when I am doing llama zoom tasks and use all three sims doing relationship only two of sims actually have the outgoing boost available? Is this how it's supposed to be or is there bug? Thanks
