To clarify, this is the same as another Firestorm world. As @chadthurston has said, all it means is that an alliance be made up of only one faction, either GDI or NOD. They're not automatically enemies of any alliance nor automatically allied with any alliance. That is still a decision made by players and their commanders.
Also, the 'random layout' statement is no different from many other worlds recently. It means a random layout is selected by the system generating it and it is used for all players when they enter the world.
The alternatives, a fixed layout (set by the developers) or fully random (every slot random) haven't been used for a very long time.
