Technological as in seeing the strategy through the superior technology your commander uses.
Lots of people who play this game are adults who are pretty much tech nerds so the leap is not a great one.

Even in the same alliance commanders can do what they want the question is do their logic and goals conflict with yours?
Even if they conflict a commander's responsibility is to this own units.
I think that once a commander makes decisions with that in mind most issues evaporate.
So in other words avoid asking your forces to commit suicide.
The game is a military one yes...
But I have often wondered if the economics of freely trading resources would be reasonable addition.
It would complicate things and take away from the military side though.
Maybe even make resources more rare?
So IDK....
