Quality of layouts on world 28

Is Admin tweaking with the "randomness" of the layouts on world Tiberium28?
I have never seen such a bad crop of layouts for a 2nd base
The fact that the starting layout is one of the worst ever adds insult to injury
Could it be that this is a subtle way for Admin to increase the rate of funds usage?
