No, CC:TA has a persistent game world, that continues to run even in your absence, freezing your bases is not possible.
However if you are playing with people you trust you can grant them substitution access. That will grant players limited control over your base without having to grant them access to your account. They can manage your bases during your absence in your place. You can find the substitution menu in the Options.
Again, only choose players you can trust as your substitute however, we can not reimburse you for any misuse/abuse by a sub.

- methuselahRetired HeroGenerally someone in your alliance will take your account and you can control what they can do (like block selling things for example.) Worst case they don't take very good care of it and you come back to full packets and full resources but that is really your only option short of giving up on that server and starting a new one when you come back.
A week with no sub won't hurt anything it will just slow your progression unless you set yourself up to be away that long (higher storage levels, higher packet max, etc.) For a week I'll bet someone in your alliance will collect your packets for you it takes like 5 minutes per day.
