Hello Commander
No, CC:TA has a persistent game world, that continues to run even in your absence, freezing your bases is not possible.
However if you are playing with people you trust you can grant them substitution access. That will grant players limited control over your base without having to grant them access to your account. They can manage your bases during your absence in your place. You can find the substitution menu in the Options.
Again, only choose players you can trust as your substitute however, we can not reimburse you for any misuse/abuse by a sub.
