There have been morale PTE's, Forgotten attack PTE'S as well as PTE's with both morale and Forgotten attacks. We've also had worlds where multipliers were used for the bonuses as well as a world with no POI's and one with a lot less POI's to normal. I don't know if multipliers can be applied to production of individual productions such as power or tiberium as this hasn't been tried.
Many players hoard the packages towards the end of a world (when they've killed a fortress or it's been running for a long time) as they are not wiped on a reset.
