Items etc. will carry over, but activated capacities will continue. That time can not be reimbursed.

how can someone get the time confused between 13:00 and 17:00 ?! You need to sack these kind of people you hire and not make excuses for them...

Bases will be reset, so stored time will get lost, but the capacity booster might still be active when the world comes back. The runtime on them however will continue afaik.
