What is the rule for spawning "Infected" camps, et

An base needs to be within a tunnel they can spawn Outposts from and hold a nearby POI to spawn Infected camps. Also, you do not gain the benefit if you go to a lower area. Infected may be generated but the cp/rt and other gains don't work. So a level 45 base near a level 35, for example, can kill existing Infected, but the don't gain the cp or rt from the kill.
