Level 10 units have been the norm for level 65 worlds, level 30 for level 80 worlds on the PTE for quite some time. This is to quicken the growth to enable testing - remember it is a test world for the developers and not a test world or training world for players :-)
Veteran servers start with level 45 bases and don't allow level 45 units or building to be sold.
The current PTE has stalled as no alliance is big enough to defeat a level 105 fortress yet. If this was a production world they would still be stalled, but have taken longer to get to that stage in the world.
