Cannot upgrade buildings

Greetings Commander,
does the issue still persists after refreshing the page/connecting to the world?

thanks E - the problem resolved after changing worlds and returning - I thought it could be a script problem as it commonly results in being the ultimate culprit, but I do not know what happened for sure and that is why I posted it for future reference if needed
