C&C TA: Audio OFF not working, screwing all other PC audio output

I have been wondering why the hell is during C&C TA playing my audio getting the worst output as I can imagine. It is like some kind of interference. I have even turned off the audio settings in C&C TA game, tried to lower the music and other sounds levels, but to no avail.
Can this be fixed please? For instance running C&C TA game along with SoundCloud audio I get very ugly audio output, like the C&C TA game is trying to output audio even though it SHOULD NOT! and is fighting for the output..
