Fortress Defeated on Firestorm 9 - No badges given for unbadged players

I remember seeing same alliances hit fortress multiple times with same alliance having new members added and they got badges when fortress fell. On w96 I believe it was done with the SBD SHIELD MASTERS alliance.. what changed there was the order numbers.. it currently says 26 in Hall of Fame when in fact they are currently working on badge #29 there. This is too confusing, just a shame all these people did the work for a badge and got nothing instead.
