- Yes, there have been a number of changes that affect subs. One of which is that the owner can now substitute extra 'powers'. You need to get the original owner of the account to re-issue the substitution. If that's not possible, get yourself made up to officer by the CiC

It's not about the level of the subs, it's what they have delegated as you've discovered. You'll see a new set of actions listed that can be delegated. Subs issued before the change don't have the actions delegated.- Thanks again gamedruid..:)
