Relocation Timer

I was under the impression from past servers, that if your bases were killed during PVP you could relocate to re-spawn your bases, even if you are on the standard relocation timer. I ran in to an instance where all my bases were destroyed, and I could only re=spawn half of them due to the fact that we did not have enough territory to re-spawn them all. In past servers i would have to relocate, and could no matter what my relocation timer said.

Is this a new thing going forward?
