Not sure if this is works but worth a try. Reduce the Righteousness stars down and he might pop out again.

That's what happened to me. Just after finished the Marge at the bat quest, the Bart/Wiggum dialogue appeared and found Bob wandering around. I read somewhere, probably on your walkthrough, that someone mentioned that there was no tasks assigned to the characters (now Lisa/Wiggum) when part 3 popped up. All my characters are free now. Will put my training wall in the inventory too, just in case.

So after 4 days on him neither calling nor sending flowers, I'm trying a new approach:

I think he appears many times before, but your town is too big for you spot him before he is gone.

SSB quest mechanics was created on a time when ours towns have only a small percentage of the land and buildings.

Back in 2012/2013 first 60 levels building prices are so high that you have to play/grind for weeks before level up.
