The more roads, water, pavement (r,w,p) you have them longer the lag. My main town has a lot of roads and water. It takes about 15 seconds to cancel or place r,w,p. One of my side towns is laid out but not decorated. It has half the roads as my main town and there is a slight lag in that side towns. My other side towns have one road and the r,w,p can be placed or canceled with zero lag. I play on three different devices and its the same on all three.
