SOLVED IT!
Waste of money, but I had to BUY a third Kwik-E-Mart. As soon as I bought it, clicked on the mission side bar, it showed waiting to build meter, then when built I was able to start Apu's First Mission Make Apu stock up on Illegal Fireworks
