When it comes to gambling there will always be quite a few losers.
If they charge 10$ for a ticket with the chance of winning 1,000,000$ how many losers do you expect there to be per winner? At least 99,999 unhappy lottery buyers per winner. Then the lottery company want some money to cover their costs so add another 5,000-10,000 buyers.
When it comes to the Homer Buddha, EA can afford to hand out more "donut value" than you put into the "lottery" (following the fact that burning bushes etc. etc. doesn't cost them $) and you actually have quite a good chance of gaining items costing more than the 15 you just invested. Then again, why would anyone spend 20 donuts on a burning bush? Your guess as good as mine.
So from your 3 Buddhas you ended up with items valued 30 donuts (+another 6 for the mystery box, but it didn't end up with anything good) . Yes its a loss, surprise surprise, its called gambling.
If you want a "quality premium" item, don't try the Buddha.
