You need to have an item in inventory that is at least bigger than a ground tile, can't be a store item you just don't complete buying or something moved from elsewhere. Bigger the better.
You also need to ensure the outline covers all the area where the ground tile is to go in order to free up the ability to place it under the item, for example put the car where you want it, place something from inventory over to trick freeing placing the road tile(s) then place the road tile(s).
If the stored item isn't big enough to cover all the area where you want to place ground tiles place what you can then go back to the stored item and place it over the next section so you can put down more ground tiles bit by bit.
Also, if you place the car etc. and want / need to move it you'll need to start again.
