Drop rate for crafting items?
I think they said it's 10% for lockpicks, which is pretty close to what you've got. Criminals spawn quickly and are all over the place. You should have no problem getting them.

There isn't' a limit, the drop rate is simply 10%. You will go through times where you can pick up 2 or 3 in a row and then several where you get none at all
