No, if you have either the Brewery or Sign already, you will not get the offer, so you probably won't have Gil appear in your town at all. :(

IMO-I think Gil would still appear, with a stale donut sale for those that have one of the items already, and just not offer the "group deal" to those that have one of the items.

EA must get an uptick in donut sales even at a discount as more people are likely to buy donuts during a sale.

I'm waiting for a sale to buy a boatload for Halloween.
