I am at a standstill for the hospital as well. I'm at level 42, and am almost certain that the culprit for the Hibbert quests not popping up is because I have Chester Dupree! I'm stuck at Hibbert's Got Shed Pt. 5 where Chester needs to avoid responsibility, but at the hospital...
I had the exact same issue with Edna Krabapple. Her storyline stopped prompting because I had just received Luann VanHouten and her quests (The Investorettes) had popped up before I even built Skinner's house, and you kinda need Agnes for the quests. Nevertheless, I eventually got Agnes and the minute I finished their storyline, Edna's quests prompted back up. However I am stuck at this point in the game, uber frustrated, but also trying hard to be patient because at one point in my game, ALL my side quests stopped prompting for some bizarre reason. Eventually they started prompting, but there are still many quests that won't go off for me (i.e. Hibbert's storyline, General Hospital, Wolfcastle storyline, Herman's storyline).
I really don't want to nuke my town because it is just HUGE and it took me like a week to remodel it the last time because I would look at the amount of things I have, and just put away my iPad. Trying really hard to play the patience game, but I'm getting to the point where I just can't wait any longer!
Anyway, sorry for the lengthy post but that's my two cents :)
