Hide everything but buildings, then aim for the teeny tiny panel that looks like the river place tool in among all the characters, should be the bottom corner, and eventually you'll be able to select it to turn back. Definitely not speaking from experience of glitching myself by accident o:) :D
I did as you suggested, tried selecting every tiny thing and nothing would select. Then I tried using the area select tool and even though it seemed like nothing was selected, the rotate button appeared and I was able to turn it. Everything is fine now. Thanks for your advice! B) This is a really weird glitch, never seen one like it before. :#
