Just took a look at the conform post and I'm a little confused about the grumple balloon section it says 2% bonus for cash and .6% for XP is that for real?

Yeah, I can't think of any other item which has two separate multipliers. What does it say in your inventory for a description? 0.6 or 2%
there's the SH buildings only giving XP bonus.

Well I don't really consider 0% a multiplier, so...
Thanks all for letting me know it is 2%. Maybe one day they will fix it? It seems like more likely programming error than intentional.
