Those are Open Configuration building pieces. You can use them (or not) however you please.
Also keep in mind that there's a limit to how many items you can have in your town, so...
Oh yeah. I figured something like that. I have them all clumped up in my town but without any kind of real order. I was thinking that they still might have been made with a certain picture in mind. Am I wrong?
