I think I'd still be waiting to give my first lot out if I waited to get to 500. I give out what I have got when doing the daily rounds. As for how they are given out its neighbours who visited me out of event times first, followed by neighbours that stick in my mind as being more active, followed by anyone else. That being said I dont usually get enough to satisfy the first group.

1) I give mine to those who visited me between Halloween and Christmas (and tapped my glitchables) and those who I recently added, mostly frequent posters. I don't care about those who started visiting me during this event. They can give me as many gifts as they want, I won't return the favor.2) I drop them in a open space, or near something I find awesome in their town.

I distribute them once I have collected all of the gifts in my own town for the day. I also try to leave them in a visible place, and I start with the people I have noticed dropping gifts in my Springfield and my friends IRL.

Since someone mention that they placed them near great items in their neighbors towns, I have made it a game.

I try to drop it on one of their character moving around. I tried to drop it in the river; but it always ends up short and lands on shore.

What a great way of distributing, I'm going to copy that. I've just posted on another thread apologising for only managing to send some of my neighbours only 1 present a day. Your so right I have quite a few loyal neighbours who have continued with daily visits. Cheers for that.
I have room for a few new neighbours too.

I don't seem to get gift bags from friends either, and they're the only way to get coins for the spin wheel. Only had about 4 bags in this event, though I rewarded them greatly as a thanks.
