I drop gift bags as I get them, prioritizing as follows:
5 daily for my wife
Gift bags for people I noticed giving me a lot of bags.
Gift bags for people who have less than 10000 cards, and don't have a metal tree surrounded by gift bags
Gift bags for people who have less than 15000 cards, and don't have a metal tree surrounded by gift bags

I recently promised one of my friends my next 5 bags though.
