I forgot about the Railyard again!

You can free up characters, by storing the building the character is associated with, or storing the building the character is currently in. Certain characters and buildings can never be stored, the three most famous would be Homer, Lisa, and the Simpson house. After you store them, go into your inventory, select the character and / or building, and they will be free again, waiting for a task.
