Is it just me or placing Feds on friends towns are getting harder and harder to do?

I don't seem to have any problems either. I can drop feds on at least 3/4 of my neighbors and the ones I can't seem to have plenty of feds wondering around which confirms that they're full. I get plenty dropped on me but still get some handshakes for whatever reason even if I'm not full.

With all the complaints I'm sure there is a glitch for some and that is pretty normal during events. Only thing to do is complain to EA and hope they either fix it or compensate you in some way.
