There surely is a glitch, for some. I constantly run into neighbours dropping handshakes despite having only three Feds and once tapped, I get confirmation there's no more, for now. Possibly there is a lag between Feds being dropped and actually being seen... In between the game goes confused and just says there's too many Feds. The most Feds I've ever had at once is 8, 3 neighbours with one also tapping a house.... That was while I was online and the siren sounded but I kept playing and started looking for them about 15 minutes later.
Dunno. All I know is overall this is a great Christmas update. Admittedly, I am getting annoyed with several daily constant crashes when trying to visit neighbours (but I almost always get to visit every neighbour daily, just takes forEVER...), and knowing there's something wrong with the fed counter thingie.
