Is it just me or placing Feds on friends towns are getting harder and harder to do?

I am also seeing most neighbors tapping houses, etc. instead of dropping Feds. I was wondering why they would do this when I had zero feds in my town. A glitch would explain it. I would say that about half the time I visit neighbors it says they are full of feds. Now, I wonder if this is actually true. Hope EA is looking into this issue.
