There are a couple trains of thought

While dodo was a "main character" first appearance was 1938 afterwards he appeared a couple of times, but in the background, after Tiny Toons was created in the 90s he became a more mainstream character, characters like Michigan Frog are fan favorites while they may have background status they often graduate to main character.
Ex. The frog became the mascot for the WB in the early 90s
One off characters are characters that TRUE hardcore fans remember.
Just Stamp the ticket guy is a rare character that never graduated past background character, he appears in various episodes but is never in the spotlight, shifty eyed dog is more one off character.
