You get in the Christmas update, it's one of my most favourite buildings :D

It came with the Christmas 2012 event. It was able to be purchased with event currency, Santa Coins at the time.
When the event finished, it was available for donuts until sometime in Feb 2013. It was pulled from the buy menu just after Android devices were able to use the game.
Thanks for the info I totally forgot how I obtained this building I just started playing again this year so I've been out of the loop for a year. I actually surprised it was saved that long so picking up where i left off wasn't to painful.
