Pie Man glitch
That seems very strange. Not like you can store anything to end the task - guess you might need to contact EA support.

Same here. I got worried when Pieman stood there flinging pies, but the task cleared on time.
I too had no issues with finishing the task.
i assigned him another felon and he's chasing this one, not flinging pies.
I did the same thing, but within 9 minutes he was throwing pies again and not chasing.
