Doesn't this depend on what you already have? If your main town has all the lights from last year, then my understanding is that those prizes won't show up on your spin wheel for that reason. Your feeder towns might not have been around for the 2012 Christmas event, so there are more options to be won in those towns.

Yes, the feeder towns have more options for lights, but my point is that they have no cash slots (but do have two card slots) while my main town has no gift card slots (but does have two cash slots). Either way it's two slots, but they're filled with different things.
