I'm on a chat with support right now regarding the pope actually helping with heists despite that being advertised.. Will report back if I get an answer either way.

I was just told to submit a bug report. I imagine it's a typo and not a bug though based on what people scraped from the update files.

it's wrong. what those lists mean is that they can't attack all 3 buildings but they're activate all event long. not act 1 - 2 - 3

So, sort of like the music stages then. Only certain characters can plan heists at certain buildings.
