Question about finishing Krustyland

I believe you have to get Luann VanHouten before the fleet-a-peta van becomes accessible.
This is not mandatory to finish Krustyland; its just an additional food vendor decoration that was added on the level 37 update.

    That's exactly what the OP was refering to. When Bart finishes, you get the ability to exchange tickets for cash.

    However, I don't see it as "finished" until all the land is purchased. As of today I'm 10 squares away. Some of the most expensive ones there are.

    The back 6 in the upper right and the 4 most expensive in front of them (wanted that upper left corner).
