You have to place it where pavement is "placable" and drag it towards where you want it one square at a time. Takes some playing around depending on where your building is. You may have to place it over road for example, then "repave" the road. Since it only works one square at a time, you'll have to keep repeating placing one square at a time to get it where you want. Then you'll need to delete it from places you didn't actually want it.
