According to my information your maximum is 60 Ruffians at 10 per hour so you only need 6 hours worth. I always manage to tap them out of habit anyway...

They spawn at a rate of 1/10 minutes. Max of 30 in your town at once and a bank of 30.
Oap! I was thinking it was 1/6 minutes. So it would be 10 hours. Like I said: I always forget and tap them anyway.
