Rich Texan vs Vegas Wives?
Vegas Wives give you 2 separate premium characters at that price. They don't earn event currency but after the event is over, you'll have either 1 more premium characters or 2.

Hey neighbor! I just checked your town, and you are way ahead of where you need to be to complete this act. So, I'm going to go out on a limb and say that the 110 coins and 1 token every 4 hours with the Rich Texan won't make that huge of a deal for you (maybe a few bonuts or so?).
I have both, and I think the Rich Texan is great -- but he won't provide any additional benefit to your town after this event. Now, the Vegas Wives don't produce event currency, but for (I think it was) 35 extra donuts, you get TWO premium characters instead of one. Also, the girls have some fun visual tasks, and as others have said, who knows when you'll get a chance to buy them again.
My vote: go with the Vegas Wives! Let us know what you pick!
