I finally got Sideshow Bob. Been on level 939 for awhile, been playing in my B town since Feb. Flaw & Order never triggered on my Amazon Fire. I finally had my sister log into my game on her iPhone & do the notification swipe. F & O, P1 triggered. Tried tapping him a few times in Other Springfield, but nothing else happened. Today I asked her to login again and F & O, p2 triggered. I was able to tap Bob in Othere Springfield, then F & O, p3 triggered by itself. Tapped Bob 5 more times and now I have him.
