Thank you for posting that workaround. I'm on Android, but was able to install it on my daughter's iPad, log into my EA account, and use the trick.
Funny. I haven't played in years. I vaguely remembered catching Sideshow Bob once in my town back then. So, when I pulled down the notifications 3-4 times, I got the message that Bob was in my town and I found him. Then it wouldn't do anything else, so I waited 24 hours.
Sure enough after 24 hours when I tried it a few more times (probably 3-4 again), I got the same message, but I couldn't find him. Then I noticed Bart had an exclamation point and that started part 2 of Flaw and Order. So, I must have started part 1 years ago.
I went to the other town and captured him 3 times. Then part 3 immediately started (I didn't have to wait another 24 hours) and I caught him another 5 times. Also, after getting Bob, rakes showed up as something I could buy and when I bought one (for 7 donuts), that quest started.
